Ukrainian MP Alexandra Ustinova shared this information during a European Truth interview. Ustinova explained that discussions are ongoing regarding the modernization of F-16 fighter jets that are earmarked for delivery to Ukraine. She emphasized the need for superior radar and missile capabilities. “Merely delivering an aircraft equipped with a 60-kilometer radar, akin to the MiGs, is not of much consequence,” the Ukrainian MP asserted.
Ustinova confirmed negotiations for improvements to the expected F-16 are in progress, but refrained from revealing details. The process proves to be a challenging communication endeavor with Ukraine’s allies, especially those in the United States.

F-16A/B Block 20 is nieuwbouw en F-16 MLU of Block 15 MLU is de oude F-16's upgraden.
F-16A/B Block 20
Block 20 added some F-16C/D block 50/52 capabilities: improved AN/APG-66(V)3 radar with added CW mode to guide two types of BVR missiles – AIM-7M Sparrow missiles and AIM-120 AMRAAM, carriage of AGM-84 Harpoon missiles, as well as the LANTIRN navigation and targeting pod. The Block 20 computers are significantly improved in comparison to that of the earlier versions that later integrated into post 1997 Block 50/52, and also getting color MFD.
The Republic of China (Taiwan) received 150 F-16A/B Block 20 aircraft. Some sources refer to the F-16 Mid-Life Update as Block 20, but the Block 20 designation was specifically used for new-production jets with upgraded jets being referred to as MLU or Block 15 MLU.

On 15 February 2012, Lockheed Martin unveiled a new version of their F-16 at the 2012 Singapore Airshow.[27] The F-16V will feature enhancements including an AN/APG-83 active electronically scanned array (AESA) radar, an upgraded mission computer and architecture, and improvements to the cockpit – all capabilities identified by the U.S. Air Force and several international customers for future improvements.
On 16 October 2015, the F-16V flew for the first time with an APG-83 Scalable Agile Beam Radar AESA, a new Center Pedestal Display, a modernized mission computer, Automatic Ground Collision Avoidance System, and many other upgrades. This can be fitted on new production F-16s or retrofitted on existing ones.[29]
The first of these were for Republic of China Air Force (Taiwan) F-16A/B Block 20s. The upgrade of its 144 aircraft fleet started in January 2017 and is expected to complete by 2023.[30] In 2019, Taiwan and the United States signed an $8 billion deal that would deliver 66 new-build Block 70 aircraft.[31][32]
Taiwan has completed flight testing on the last of its F-16 fighters to be upgraded to the F-16V standard under the Feng Zhan (Phoenix Rising) program. With this milestone, the Republic of China Air Force (ROCAF) is now on track to wrap up the F-16 modernization effort before the end of this year, by which time the last of 141 aircraft will have been upgraded. Taiwan was the first F-16 operator anywhere in the world to field combat-capable F-16Vs.

141 F-16's in 7 jaren upgraden is 20 per jaar.
M6.5 tape
From this tape onwards there will be a difference between the European numbering sequence and the US. Funding for the M-tapes was extended through the years up untill number M6. The normal succession would mean an M7 would be next. This will be the case for the US (with their F-16s lasting untill well into the 2030s). Since the European F-16s are much older and reaching the end of their lifespan (2020-2030) it was difficult to convince them to extend funding for more updates to the F-16s. Specifically the Netherlands and Norway weren't eager since they already opted to replace the F-16 with the F-35 with fleet introduction starting in 2019 and F-16 phase out around 2024). Much of the updates found in tape M6.5 will be the same as tape M7.
Rectification of some earlier weapon integration shortcomings
Integration of new weapons (JASSM, JDAM, EGBU-12, SDB, AIM-120D and AIM-9X)
Integration of advanced racks (BRU-69), pylons, adapters and the UAI (ensuring nuclear surety and compatibility)
Update of the Link-16 protocol
Upgrade of the AN/AAQ-14 interface software
Update of the AN/ALR-56M system
Update of the GPS system

Er is politiek rond de versienummering.
Well, it's kind of normal. In the original MLU update plan (back in the nineties) it was intended to do 5 round of updates (up to an M5). Down the road (with more development on the F-16 platform in general) new demands for those aircraft were stipulated which made the F-16 program office and all EPAF partners decide to go for a 6th update (M6). By the time this was tested it was 2011-2012. Most EPAF countries had decided by then that their fleet would be replaced by the F-35 in the 2018-2023 timeframe.
But development continued and so an M7 was constructed. No problem for USAF, but the EPAF partners (and specifically the Netherlands and Norway) didn't want to go there. So to make it possible for those countries to do these updates it was decided to call them M6.5 so it could be 'sold' to the politicians as minor update in the M6 stack on which the budget could be foreseen without any major discussion.

M7 tape
M7.1 tape
Has the same set of updates as the European M6.5 tape.
M7.2 tape
Integration of the Northrop Grumman AN/APG-83 active electronically scanned array (AESA) radar
Introduction of the latest AIM-120D missile
Introduction of AGM-158B Joint Air-To-Surface Standoff Missile Extended Range (JASSM-ER)
39 more operational upgrades (more info needed)
Daar is de AN/APG-83 support.
