Yes, this can be an issue, DrParanoid. The information of your account must be in synch with your billing information. In your case you have a NL account however the billing is from the US.

But i'm using my US billing account + my xbox on US locale, the only difference might be the IP addresses im trying to purchase from. The credit card is from my Dutch bank account but that has never been an issue.
MS Support:
I understand. Yes, possible that this might be a mismatch with the IP addresses however we may try on the console first and see for the progress as your console is on US locale.
