Vanwege corona zijn de regels omtrent motorblokken gewijzigd:
(ik hoorde de commentator steeds over 5 motorblokken, dus ik neem daarbij aan de we tussen de 11 en 14 races krijgen)
Note that, due to the disruption caused by the COVID-19 disease
outbreak, the Grand Prix Commission has decided that the following
MotoGP engine allocations will apply for the 2020 season:
For a season of up to 11 events:
• a maximum allocation of 4 engines per permanent contracted rider
using machines from a Non-Concession Manufacturer.
• a maximum allocation of 6 engines per permanent contracted rider
using machines from a Manufacturer qualifying for Concessions.
For a season of up to 14 events:
• a maximum allocation of 5 engines per permanent contracted rider
using machines from a Non-Concession Manufacturer.
• a maximum allocation of 7 engines per permanent contracted rider
using machines from a Manufacturer qualifying for Concessions.

Should a competitor, for any reason (e.g. mechanical failure, crash
damage, etc.) require the use of another engine above their allocation,
the Technical Director must be informed before the new engine is
used, and FIM MotoGP Stewards Panel will apply the appropriate
penalty according to the Sporting Regulations (Art. 1.21.20).
Over Art. 1.21.20 krijg ik helaas niet veel gevonden. Wel dit artikel:

En daarin staat dat Race Direction een 'toegepaste' straf geeft volgens de Sporting Regulations (Art. 1.21.20). Klinkt nog redelijk open. Ik zou verwachten dat er een regel is: overschrijding maximum blokken is altijd starten vanuit pilane of iets deregelijs.
Voor Pol Espargaro betekende het in ieder geval een pitlane start waarbij hij mag vertrekken 5 sec. nadat het licht op groen is gegaan.

For the above reasons, according to Article 1.21.20, the FIM MotoGP Stewards Panel has imposed upon you a penalty requiring you to start the GRAN PREMIO MOTUL DE LA COMUNITAT VALENCIANA MotoGP Race from the pit lane 5 seconds after the green light is on at the pit lane exit.
