I've looked into this to see if I can nail it down to firmware vs different PCB solutions.
I'll do my best to check if I can do it on serial number base (serial number is on the bar code sticker on both the back of your tablet and the side of the box) and report back to you guys as soon as possible.
Could you do me a favor in the meantime and post your serial numbers in advance?

Please don't jump into assumptions.
The TAB465EUK 4.0.4 firmware has been tested on a wide variety of TAB465 devices, from all shipped batches.
The test team did not encounter any camera problem whatsoever. To make sure, I checked it personally myself to see if I could back you guys up. But no, both front and rear camera's are working fine with all models I have checked myself.
This ofcourse doesn't mean that we'll do our best to troubleshoot this issue.

The CPU's max stable clockspeed is 1200 MHz (so 1.2 GHz) and our Android 4.0.4 firmware takes advantage of that in the TAB465.
