Bill wil niet met postgressql connecten in welke richting moet ik zoeken kom er niet meer uit

Can't connect to PostgreSQL server: could not connect to server: Connection refused
Is the server running on host 127.0.0.1 and accepting
TCP/IP connections on port 5432?

Dit draait er

iemand wat tips om verder te helpen ben nu bezig met documentatie aan het zoeken maar kan niet echt wat vinden
