--I had the same issue with my asrock 970 ex4. After days of trying to figure out the problem and pulling my hair out, I realized the mobo came from the factory with the CMOS jumper on the absolute wrong spot. The jumper was installed on some pins for "PLED". Check to make sure the cmos jumper is installed in the right spot. The pins for the CMOS jumper are located directly under the LED display and says "clrcmos". There are 3 pins, the jumper must be installed on the innermost two pins to work
--I've the same problem as you. I tried with another CPU (AMD Phenom II X2 550 3.1GHz 6MB AM3) and then it works fine but as soon as I use the AMD FX-8320 3.50GHz 8MB AM3+ I have the same problem.
So I would suggest to try with an old CPU that is compatible with the 970 Extreme 3 mobo and see what happens.
I've not solved the problem yet but I think I'll have to replace the mobo. Too bad I have not seen all the posts on this forum... lot's of posts about this mobo not starting but no real solution from what I've seen.
