Update drivers, both sound and graphics. Make sure you are running DX 9.
Nvidia latest driver is 71.89.
Ati latest driver I think is Catalyst 5.5
If you dont know what version you have, its outdated and needs to be updated.

Minimum Graphics Card info and tips: You need minimum of Geforce 3 generation cards (GF4mx info follows).
Someone mentioned a radeon 9100 with issues in 32 bit color. If I'm not mistaken thats a DX 8 generation card so thats probably why it doesn't work properly.
I have heard from someone with a retarded moronic GF4mx (this is the stupidest card in existance to buy, all reviews stated it, and it was more expensive than gf3 or gf 4200 in many case, both of which were better. Only excuse for owning one is having an nforce 2 mobo with it built in). Anyway, he had a gf4mx 440 and got it running in the game using omega 1.6177 drivers. Another guy got it running with nvidia drivers with gf4mx. So apparently gf4mx works.
I also heard from someone with a geforce 2. He said he can run the game as well. Again, note that you will probably have graphical issues with how the game works, might have to use 16 bit to get it to look better, but at least it CAN work.
Again, older cards try 16 bit color and try leaving framerate limiter on. I have had someone say this gets some cards to work great.
Graphical Performance tips: For performance, try turning down/off AA. Try toggling Frame Rate Limiter, it limits framerate to 25 fps. In some situations its better to have off, in some better to have on. Change it from whatever it is.
If you are having crashes and blue screens (note: I consider non-starting game to be like crashes. Apparently some people dont realize that, follow same ideas as for crashes). Moved idea for memory testing to bottom since some blind mfers apparently read to here and stop because its too complicated for them.
Huge news update
Camera Controls and the "I want it like VC tips":
Many people are asking about camera controls.
There are essentially two hugely differant modes in GTA SA. One is joystick mode and one is mouse mode. You can use joystick mode even without a joystick plugged in if you want the things it offers. Both modes have auto follow camera in car, if you are mousing just leave mouse alone for sec and it will follow.
The gripes I've seen sometimes come from walking mode. In mouse mode, camera does NOT auto adjust or follow behind. In joystick it does. As well in joystick mode it enabled the classic PS2 autoaim/targeting! And you can still use mouse buttons to fire etc.
Basically it seems rockstar assumed you'd want to manually control the camera while walking in mouse mode and manually control aiming/firing. They should have had a toggle for this as well in addition to mouse/joystick switch if you ask me. Something where if you didn't move mouse camera would auto adjust and follow.
Another couple things to try, set mouse to control car instead of look while driving. As well, try changing vehicle cam to Chase cam (V key I think by default).
Sound Fixes/Tips: As for sound, try sliding sound accelleration down a notch or two, or all the way, see if that fixes it (you can find it by running dxdiag.exe from START, RUN then picking the SOUND tab).
ALSO, one guy tried everything was having crashes bluescreening etc. Turned out it was the nvidia nforce drivers for SOUND. He d/led realtek drivers from thier homepage for his onboard sound. Fixed. Instantly. So if you are crashing or blue screens check that. He installed the drivers after download, didn't bother to uninstall nforce ones or anything.
Another sound fix: One guy had GTA SA detect his sound as 7.1 when he had headphones, he installed, rebooted, and found GTA SA reset his sound from stereo to 7.1 in windows. And he had crashes and sound probs. He manually set it to stereo again (in windows sound setup. Right click on the little speaker icon, pick adjust audio properties, pick advanced) and it was fixed, no more crashes.
For save file corruption: try a) reinstalling game or b) reinstalling on your windows drive game. The last part fixed it for someone I know who had save file corruption EVERY time he saved. Another person in forums posted that it was the . (a period) in his windows username that was screwing things up. You can make a new username to fix this (you MIGHT be able to rename as well, but renaming does not change your my docs folder name)
Alt Tab info (and possibly mouse): Alt Tab works for me usually. BUT usually you need to click the minimized task at the bottom to switch back (dont use alt-tab to switch back). Its a good idea to save first, if the menu is all flickering and you cant select anything, alt tab did not work and you will need to hit alt tab again and use task manager to kill it. Then start the game again.
Some Mouse Issues: For mouse problems where mouse stops working or doesn't work (except if its from alt tabbing. See Alt tabbing above), one person said that running game in windows 98 compatability mode fixed it for him.
Lots of crash/bluescreen/startup failure info:
Check the other sections, especially sound section. Some stop errors and crashes were fixed by following the tips in the sound section, especially if you have an nforce mobo.
Also try win98 compatability mode if you are having crashes (especially on startup) too. One guy said win98 mode worked for him. Another guy who had issues starting tried win 2000 compatability mode and it successfully started the game. Right click on the .exe file. Two people said it didn't work for them. Worth a shot anyway.
Another guy confirmed for a crash on startup (it went black like it was loading then crashed to desktop) that windowsblinds program was causing it. He disabled that and the game worked fine.

"You need to disable Windows XP SP2 Data Execution Prevention. To do this, right-click on My Computer > Properties (or just hit Winkey+Break) > Advanced > under the last section Startup and Recovery, click Settings > click Edit > the last option in the last line should read "NoExecute=OptIn". Change this to NoExecute=AlwaysOff > Reboot system > Problem solved. "
Another idea: Are you running game in english? Because there was some sorta foreign language fix, I dont have the nfo so I dont know what it fixed.
Multiplayer info: The game does not have multiplayer, but the group that did the MP mod for VC is working on a MP mod for SA as well.
Right Analog Stick non functional: The right analog stick not working is a fairly well known issues for a number of games with the PS2 controler and adapters. You just have to hope that rockstar fixes it, or play around with your config for the adapter if there is one. Make sure its not seeing the stick as a slider, one guy said that was his problem.

Monitor issues: One guy had an issue where his monitor was blank or displaying OUT OF RANGE or SYNC etc. Obviously the game was trying to do a refresh rate his monitor could not display. He used RefreshForce to force it to 60 hz and it was fixed.

One thing to try is to check your memory. Easiest way is to run memtest is to go here:

Download the basic version of the ultimate boot cd (only about 80 megs). Burn the image, boot from the cd. Pick Mainboard, then memtest. This cd has tons of troubleshooting and diags on it, including hdd checkers from every manufacture, and anti virus, etc.

You can just make a shortcut to your music folder and it will scan in all your mp3d. Just be aware it takes a while to scan. After it scans, you should turn off the auto scan on startup feature if you dont want it to scan for new music every startup. As well, the game does not support mp3 by default. You'll need WMP 9 or 10, or latest quicktime with mp3 support (as per readme file). To test if this is your issue, add some OGG files to the game. If it plays the OGGs, thats your problem.
