Op basis van bovenstaande omschrijving, niemand. Dit is veel te weinig informatie.
Wat is ie aan het doen tijdens het opstarten? Is hij continu op de HD bezig? Is er onlangs iets veranderd aan je configuratie, of aan je instellingen?
Staat je outlook zo ingesteld dat hij bij openen de mail ophaalt? Hoeveel accounts?

trouble with extremely slow starting in MS Outlook after installing Windows
XP and upgrading to Office XP. I found that going into options and then on
the OTHER tab if you uncheck the bottom check box having to do with
Messenger in Outlook that it takes care of this very slow start up problem.
