Below, there are resolutions to various issues with player controls, & game pad. Be advised that steering wheels are NOT supported for this game, and we cannot offer any assistance in getting any wheels/pedals working with this game.
1.) If you have a force feedback mouse, such as the iFeel mouse, or any USB infrared optical mouse, you will have some frame rate and sluggish game play problems. You may need to disable all background applications that maybe running including anti-virus software & Mice software. (Disable any running iFeel or USB optical mouse software) There may be an icon in your taskbar that you can disable. If this remedy does not work, you may need to use a standard non-force feedback or non-USB infrared mouse.
Note: Using Logitech iTouch or iFeel devices & XP along with GTA Vice City PC will cause sluggish game play & bad frame rates.
2.) If you have a joystick or game pad that you aren’t using in GTA Vice City PC, you may want to unplug the joystick & disable it in the Gaming Options of your Control Panel. Simply click on the device and then click Remove.
3.) There are two methods of control in GTA Vice City. Those modes would be Standard, which causes the player to strafe instead of turn, and Classic, which allows for more of the Play Station 2 feel to the game. We recommend using the Classic controls when using any joysticks or game pads. Unfortunately, the only keys that cannot be customized or used with a joystick or game pad would be the Previous Target and Next Target buttons under controls 'classic'.

4.) If you are using Windows XP & a Gravis game pad or a USB Logitech wingman of any kind there are problems with using those game pads with GTA Vice City at this time. Only workaround is to not use those controllers. Using these in XP will cause your player to go in circles to the left.
5.) Also if you have any devices plugged into your serial port besides just your mouse will cause circle movements to the left. (Handheld Palm's, 3d tablets or serial cameras)
6.) Any USB 'non-mouse' devices connected will cause this as well. Remove them all and the game should play fine. (Scanners, Printers, Handheld Palm’s, Digital Cameras)
7.) If you are using a joystick or game pad that has a Z axis (Throttle), make sure that the throttle is set to zero (Middle). If it is not you will experience camera rotation moving completely to the left or right depending on where the throttle is set.
8.) Please note: That the use of any cheat codes, 3rd party mods, editors, no-cd patches or trainers are not supported by tech support and can effect the way the game plays normally. You should uninstall any of these 3rd party programs and reinstall the game. If you saved a game with any of these mods installed they will need to be deleted as well.
