FOR THOSE WHO ARE EXPERIENCING CHOPPY GRAPHICS in Mafia and completely meet or exceed the minimum requirements and have the certified DirectX 8.1 (not 8.0) Video & Sound card drivers, here are a few game settings to try.
Go to the Start Button, then Program or Program Files, then Mafia, then click on 'SETUP'.
The default install would be ('C:\Program Files\Mafia\Setup.exe').
Once open, change your settings to the following below.
FOR CRASH TO DESKTOP customers trying to play Mafia:
(Resolution) set to: 800 x 600 or 1024 x 768
Fullscene antialiasing: OFF
(Fullscreen): Checked
Triple buffering: OFF/Unpressed
Vertical synchronization: OFF/Unpressed
Refresh rate: Default
Bit depth: 16 or 32
(Power VR Kyro 2 video cards 32 read below)
(Texture quality/size)
Truecolor: OFF/Unpressed
Low details: OFF/Unpressed
Compressed: On/Depressed
(Lightmap quality/size)
Truecolor: On/Depressed
(Sound): Checked
'Stereo' or 'headphone' speakers (unless you have one of the other two
listed speakers setup)
Software mixing only: OFF/Unpressed (all DirectX 8.1 certified drivers updated and installed correctly)
Software mixing only: On/Depressed (all Motherboard based sound cards/chips only)
Disable EAX: On/Depressed (unless your sound card supports EAX then set it for OFF/Unpressed) If you are not sure check with your sound card manufacturer.

TROUBLESHOOTING Notes:
1.) Windows XP + nVIDIA or Radeon based cards (possibly other brands): We have found a possible problem with Windows XP that manifests itself as graphical problems both in starting or playing the game. We have traced this problem to be a Windows XP problem driver issue.
Technically this problem is solved by the use of a newer version of d3d8.dll than is shipped on CD with Windows XP. (The version on the Windows XP CD that has problems is 5.1.26000.0 versions tested without error include
5.1.2600.15 and 5.1.2600.29) Currently the only way we know to update this dll file is to install the Windows XP Patch:

1.) Hard Disk Scandisk/Defrag:
If you are experiencing short, periodic slowdowns whilst playing, Mafia may be having trouble retrieving data at a fast enough rate from your hard disk. Because the game does have a 1.8gig install, it is recommended that you run
your systems Scandisk & Defragmentation utility regularly to allow optimum speed in the game's performance.
2.) Power VR Kyro 2 video cards
We have been unable to fully support this card due to the nature of rendering on this card, and as a consequence some texture effects do not display correctly, though these are minor. We recommend this video card is used with a 32 bit screen mode, as in 16 bit we discovered a rare depth buffer issue, which is solved in 32 bit. We would also recommend
making the following settings changes:
Go to the advanced display properties dialogue
Select the Direct 3D page, and create a new profile for (Mafia) 'GAME.EXE',
Then inside this profile:
DISABLE W buffer
ENABLE external depth / stencil buffer format
ENABLE Direct 3d / stencil buffer format
ENABLE depth / stencil buffer format
ENABLE depth / stencil buffer loading
