Netherlands
(01/03/2002) On February 1st 2002, the Dutch cabinet decided to postpone the planned auction for commercial radio frequencies until September 2003. As a result, NOS, the nationwide public service broadcaster, decided to revitalise DAB in this country, with the intention to stimulate commercial broadcasters to follow the example.
On February 7th, radio stations Radio 1, Radio 2, 3FM, Radio 4, 747AM and 'De Concertzender' went on air in frequency block 12C and can be listened to in the western part of The Netherlands.
In this project, transmitter-operator Nozema co-operates with NOS and is providing services through its Lopik-site. In the coming months the network will be expanded with transmitters in the cities of Haarlem and Rotterdam. The expansion will increase the potential DAB-audience to about 40% of the Dutch population. All transmissions take place on the basis of a preliminary DAB-broadcast licence in the hands of Nozema. NOS is planning to offer nationwide coverage once it obtains a licence for regular services from the government.
The initiative of NOS brings an end to the DAB radio silence in The Netherlands, which started on October 1st 2000. On this date the Dutch DAB Foundation ended its pilot transmissions after a period of five years of continuous broadcasting. The lack of a government policy was the cause. The Netherlands then became the only country in Western Europe without DAB-services.
Over the past six years public service broadcasters in the countries surrounding The Netherlands were all granted broadcast licences for DAB by their governments in order to develop consumer markets for DAB. Also commercial broadcasters were thus stimulated to start DAB broadcasting. NOS now puts itself in the position of a catalyst to take up this same role.
The initiative is also intended to support the governments policy making on DAB. Movement can be expected now that the government has taken a position on the FM-band. In mid 2002 the Dutch government will host a CEPT conference on the planning of the L-band. During his conference the Dutch delegation will put forward DAB-requirements for local and regional broadcasting in The Netherlands. The fact that DAB is now back on the air in this country supports the position of the Dutch delegation considerably
