Had a chance to play with the 1.4 Beta, and it's got some pretty cool new additions so far. The bodies now STAY when shot for the duration of the round. Bunny hopping has been removed completly by causing a player to move really really slow when the jump continuously. At first every time you jump it made you slow/stagger for a sec, but Valve apparently has that fixed and will be upgrading it for us soon (not true, the fix was a laggy feeling. slow landing remains -rizzuh). Lastly, they have integrated the spec cam and 1st person view into the dead viewing options which is really cool, and have drastically FIXED the hitboxes to I'd say 95% accuracy now. (Still a small one by the head they are working on)
The new maps are pretty cool.
As for steam, it appears to be a central login system to play CS. We are still fooling with it, but i'm not sure if it's going to be soley to facilitate easy updates and anti-cheat additions, or if you wil lbe able to subscribe to play without acutally owning a copy installed on your system. (it will be free for those who own HL/CS -rizzuh)
I'll keep you posted if anything else makes an appearance, but so far, thats it.

Valve's new Half-Life software
Tracker
Gabe Newell of Valve Software has said that after they release voice comm (CS 1.3), they'll release Tracker.
While we are working on our next generation, we will continue to deliver games and technologies for our custoemrs. The next update we will release will include voice support for multiplayer followed by Tracker.
Our emphasis. Little is known about the product, but assuming this is part of the "TF2 Tech", then this is an instant messaging agent that has ICQ-like messaging and, obviously, some sort of GameSpy-esque server browser (this information is based on previews and other known information about TF2 before the engine switch). The TF2 version was set to include something that would find the best server for a group of friends, based on the mean average ping of the group to a specific server.
It's also an unknown when this will come out, but at least we know it's in development.
Steam
Steam is some sort of content delivery/download system. From, uh, Valve. Not much is known about it.
Anti-Cheat Technology
Valve is working on a new program that detects cheats, ala PunkBuster. From AVault's CPL workshop coverage (chat with Valve and Gearbox):
One of the workshops at the World Championships was with the makers of Counter-Strike and the changes they have in store for the game. The first question which was raised by the audience is what Valve/Gearbox is going to do to resolve the huge problem of cheating. While the team would not go into details - for fear of giving cheaters ammunition to defeat the fixes before they're even released - they did say that a new anti-cheating system would be put in place either just before or after the holidays. The new philosophy on dealing with cheaters is for the team to eliminate any hacks that come out just hours or a couple of days after their release, thereby making it a waste of time for cheaters to spend the time and effort to craft new hacks.
It's reported that this is Valve-exclusive technology, not licensed from Tony Ray of PunkBuster. It will be shipped with Counter-Strike: Condition Zero and CS 1.4.

No date is set for 1.4, but one of the more exciting aspects of it will be Valve's new anti-cheating initiative -- which is scheduled to come out around the same time
