I finally received this email today. Also spoke voice with ATI regarding the issue. The of course put the blaim back on VIA (which it is starting to look more like it partly is Via's problem. And yet again, Via has released a new 4-In-1 driver, yet has failed to actually fix anything (made changes to the install, woohoo!).

Regarding problems between Radeon cards and VIA chipset drivers:
We are aware of issues between the Radeon cards and VIA chipsets. VIA AGP issues have been under investigation by several display adapter manufacturers for sometime now. We expect that once VIA is able to create a stable AGP driver, the ATI drivers will be able to fully support it.
We regret that we do not have any further information for you at this time.
