Heb hetzelfde probleem gehad en inplaats van wat links te posten komt hier de oplossing! (althans zoals het bij mij werkte)

This is suggested as a 'FIX' for the error loading Newdot~*.dll when you find you are unable to use your browse.
{ YOU NEED YOUR DISK }
1. Go to Start up to Run.
2. Type in msconfig then hit OK.
3. On the Startup Tab look for a program New.Net or Anything to do therewith.
4. Clear the tick mark in the box.Click on OK and restart your computer
To reinstate your browsing capabilities you will also need to perform a small Registry hack.

1. Go to Start => Run => type " Regedit " No quotes. Hit OK.
2. Open HKEY_LOCAL_MACHINE, System, Current ControlSet, Services
3. Locate and Delete the Winsock2 key at the very bottom of Services.
4. Locate and Open the VxD key. Find the Mstcp key. Delete it.
5. Close/Exit the Registry Editor.
6. Double Click on My Computer => Control Panel => Network. In the Network Configuration, Highlight and Remove ALL TCP/IP protocols. Click on OK. You will get a notice "Your Network is not complete. Do you want to continue?" Click on Yes. You will then be told "You must restart your computer now" Answer NO. DO NOT REBOOT.
7. Return to My Computer => Control Panel => Network {as in 6 above}
(a) Click on Add. You will be asked "Do you want to continue?" This time answer Yes.
(b) Answer Yes again at the prompt and highlight Protocol. Click on Add.
(c) Select Microsoft from the left-side under Manufacturers. and
(d) Select TCP/IP from the right-side under Network Protocols.
(e) Click on OK, then OK again.
(f) When prompted this time - REBOOT
IT IS AT THIS POINT THAT YOU WILL REQUIRE THE DISK
When you are through Rebooting you should again be able to surf the internet.
