Welcome to the Tweakers board. I go there often too. Well, I read your post so I mail you with some information.
I'm freshman at the Willem de Kooning Academy. It is an traditional art academy in Rotterdam. They have a special course called communication design 2d, that is what you are looking for I think. It is my third week and I quite like it. As I said it is traditional, so you get lessons like drawing, art history and painting first. You can choose between different things to specialize on when you move on to the second year. These are: interactive multimedia, animation, audiovisual design, illustration, advertising,
graphic design. Globally, you get to learn all of these things, but it will be focused on what you have chosen. About the school. Its building is traditional, so its very art-like. There are many people from all sorts of countries there. All speaking dutch or english. The teachers are quite nice, some of them are professional designers themselfs. Willem de Kooning was a famous painter himself. His school is very prestitious, to be let in you have to take an exam to proof you are good..... Well, just take a look yourself.
