Making a animated color logo is just like making a colored logo except it has ALOT of restrictions.
1. You can''t have holes in your logo even if you use 255 blue.
2. The animated logo will be smaller in dimension depending upon how many frames are in the animation.
3. A animated spray can not have more than 10 frames.
4. The name of the first frame must start with a "+0" (without the quotes)
5. Each additional frame must go up sequencialy by 1''s. Ex: +0Logo, +1Logo, +2Logo etc...
6. The total file size of the pldecal.wad must not exceed 15k or it will not be uploaded to the server.
7. The animation will only play ONCE per spray. (Hopefully valve will fix this in the next patch)
Rule 7 is the one that everyone is going to hate. But you can use this restriction to your advantage. For instance, if you were to make spray of an Eyeball. And that eye has its eyelids closed for 2 frames and then open for the 3rd frame. You in effect would have a spray that once sprayed is shown in game as a constantly open eye. But when ever you press your spray button, the eye will magicaly blink!
If your animated logo is a continuos loop, like a spining globe, then it will only play the animation once and will will pause on the last frame. If Valve fixes the logos so that they loop continulessly then that wont be a problem. It will work fine. But for now, there is one way to fake it. Server Administers, set this command in your console. decalfreqency "2" (with or without the quotes) this will allow the user to continuosly press their spray button to have their animated spray loop.
Decalfreqency is used to change the amount of delay there is between each spray. Do not set it to 1 or 0 unless you don''t mind people spaming the whole map with their decals. 2, 3, 4,etc is best for a short delay yet allowing animated sprays to be done in a loop by the client.

Make the spray while following the same rules as any colored logo.
Remember that if theres 7 frames, each frame would have to be 32x32 in dimension due to the 15k size limit.
First draw the first frame and save it as +0LOGO
Then draw each aditional frame saving it as +1LOGO, +2LOGO etc..
Then compile them into a pldecal.wad using Wally (www.telefragged.com/wally) or the TextureSDK (included with Valves SDK2.0)
