Als ik de IRIS² progamma-pagina van EUSPA er bij pak, dan kom ik niet tot de conclusie die Jasper trekt, namelijk dat het alleen voor overheden zou zijn. Als ik het goed begrijp ligt het wat genuanceerder, en is GOVSATCOM op overheden gericht. IRIS2 is een voortzetting/uitbreiding van GOVSATCOM en trekt het programma dus breder. Of zoiets. Misschien de moeite waard om nog even in te duiken hoe het precies zit?

... offering enhanced communication capacities to governmental users, businesses, while ensuring high-speed internet broadband to cope with connectivity dead zones. 

... set to provide secure communication services to the EU and its Member States as well as broadband connectivity for European citizens, private companies and governmental authorities. IRIS² will put an end to dead zones in Europe as well as the whole of Africa using the constellation's North-South orbits through a resilient and ultra-secure space and ground-based system.

Oh, interessante constatering! We hadden het er laatst (nav dit nieuwsartikel) al over een mogelijk overzichtsartikel over satellietinternet in/voor de EU. Dit onderscheid tussen GOVSATCOM en IRIS2 hoort daar dan ook bij, lijkt me zo ja.
