Mobile internet + VOIP

Hi, sorry for posting in English language.

I'm looking for a mobile operator that allows use of VOIP and video streaming in their internet package (or at least doesn't block it . The reception should be also good, as I'll use it on the train.

What are your experiences with KPN, Vodafone, T-Mobile, and the rest of the bunch? Do they block SIP/VOIP traffic? And what is the minimal download speed that makes sense for watching youtube?

Has anybody tried BEN?
