Apache has pretty much descended into the 'It compiles, ship it'
method of software release and they rely on people actually
installing and trying to use 'release' versions to even find out
if there is anything wrong with it. The developers themselves
test VERY little before giving their 'ok' to a build version and
then they just close their eyes... fire it out there... and wait for
the poop to hit the fan.
...
All of the 'serious' developers are off heads-deep in trying to get
Apache 2.0 to at least the point where it will stop core-dumping and
few of them are paying any attention to 1.3.x. By their own admission
they say that 1.3.x series is simply 'Dead Man Walking' ( See 'Dead Man
Walking' message thread at Apache ) and they really aren't all that
concerned about whether 1.3.x ever really works AOK again.
Apache 2.0 is now 4 years overdue and they have been trying to run
it at Apache.org itself but it won't stop coredumping. There have been
8 Alphas and they want to go to Beta only because they are tired of
the Alpha designation. The code is actually nowhere near being ready
for a Beta much less a general release. That will be months and
maybe not even this year.
