Situation:
You installed Norton AntiVirus on a Windows XP or 2000 Professional computer that has multiple accounts. When you log on to your computer using a limited account, you see the following
message:
Norton AntiVirus configuration is not complete. You must have administrator privileges to complete the configuration using the Information Wizard.
Solution:
Microsoft Windows requires that you have administrator privileges to install or configure software. A limited account cannot write to the file system and system registry. Follow the steps in each section in the order listed to fix the problem for each limited account that you created on the computer.
Add administrator access to all users
Follow the steps in the following section.
To add administrator access to all users
Log on to the computer using an Administrator account.
Update the permissions for users with limited access so that they have administrator access.
Log on as the user who was seeing the error (and who now has administrator access), and continue on to the next section.
Remove the leftover Norton AntiVirus registry value
Follow the steps in the following section.

To remove the leftover Norton AntiVirus registry value
Exit all open programs.
On the Windows taskbar, click Start > Run.
In the Run dialog box, type
regedit
In Registry Editor, in the left pane, click My Computer.
On the Edit menu, click Find.
In the "Find what" box, type
cfgwiz.exe
Click OK.
The value can exist in one of the following keys
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
HKEY_USERS\<SID>\Software\Microsoft\Windows\CurrentVersion\Run
<SID> will appear as a numbered folder, starting with S- (for example, S-1-5-2-17085534892-2353568939-43959049899-1000).
In the right pane, select the value:
Cfgwiz.exe
On the keyboard, press Delete.
Click Yes to confirm the deletion.
Press F3 to search for the next entry.
Repeat steps 8-11 for each entry.
Continue until you see the message "Finished searching through the registry."
On the File menu, click Exit.
At this point Norton AntiVirus has been installed and should be running correctly. If you want to restore your computer to the original user permissions, go on to the next section. If not, then you have finished with this procedure.
To restore your user settings to limited access
Log on to the computer as the original Administrator.
Change the permissions for the users back to the limited access that they had originally.
