First you need the the ipmasqadm package. If you are running a RedHat 6.X or Mandrake distribution, just download the *.rpm file ipmasqadm-0.4.2-3.i386.rpm from
ftp://ftp.redhat.com/pub/contrib/libc6/i386/
to install, su to root and type:
rpm -i ipmasqadm-0.4.2-3.i386.rpm
If you have another distribution, look at the supplementary cd's that came with it. You will probably find the above program in one of those, whether it be Slackware, Caldera, SuSE, or whatever.
To set the rule for your firewall so that your webcam can pass type
ipmasqadm portfw -a -P tcp -L your.external.ip.number 2047 -R
webcam.pc.ip.number 2047
